Yes. In southern part of the US, EWT (entering water temperature) is about 70s. This can be dip down to 40s in Canada. The heat pumps are designed to handle temperatures within this range. A closed loop heat pump can handle temperatures below freezing. Before you buy a model you should always know the EWT at which the heat pump works best.
